The next time I went back to the camera, the video option was available. While I’m not sure what caused this, resetting the Privacy setting seems to have solved it. In researching this problem I found that it’s a chronic problem for iOS that dates back to at least 2013.

So, apparently it’s not localized to the current version of iOS or the phone model itself. I was having the same issue. I noticed I only had the camera, time-lapse, pano and square buttons at the bottom.I did the above suggestions.
